Everytime I take Smokey for a walk and let her off the lead for her to chase a ball or sticks I throw for her when I put her back on the lead she will start biting her lead and shaking her head with it in her mouth or jump and my pants and bite my friend pants, I tell her no, get her to sit, but as soon as I start walking her again she'll do it again and the routine starts again, any advice?

Maybe a ball or other toy for her to grab and carry; she obviously thinks she deserves more off-lead time. PS sticks can be a problem when they crunch them and can get splinters.

Walk do a u turn get the dog to stand still wait repeat if he tries the behaviour again repeat till gets the message when he does give him a treat or high praise. You dnt have to try these exercises on walks this can be 10 min sessions in the house

She only does it after playing off the lead

She is still in play mode..she needs more play time/exercise.

Ledger does it sometimes when I take him off lead. He used to hang off it constantly when I got him from rescue and he was handed to me from Dogs Trust on a chain! 

Ledger has underlying issues which won't be relevant if you have a pup and he will also chew his lead when he is overly anxious and excitable and I have had to get a short chain lead for flyball as with a regular lead as soon as I took it off for his time to run he would try and hang off it 

Your issue seems to be kinda the reverse in that she is continuing to try and play after her 'free time' agree with the comments above and also lots of reward and fuss when she goes back on lead make it the most amazing thing for her to go back on it you can use things like ham slices as treats and tear into tiny tiny pieces kinda jackpoting the rewards but then making sure she is calm before heading home
