Advice please! What can I do?
So we've had this couple with a baby and a dog move in a few months back. They live 2 doors down with I think their mum.
Our neighbours have already had to have words with them regarding cleaning their back yard of dog poo as they obviously thought it cleaned itself.
And now in the last week or so all they seem to do is shut the poor dog outside and ignore it. For the last hour I've had to listen to it whining and barking it's head off outside. It does it on and off throughout the day, in the mornings when I let Bane out before work at 7am and I can still hear him sometimes 10 or 11 at night when I let Bane out before bed.
It's just awful listening to the poor thing! I don't know if it has water out there now it's gettin warmer and it's starting to unsettle Bane and Sabre next door.
Is there anyone we can call about it? I'm not really a fan of confronting people about stuff like this as I'll probably lose my rag a bit! But any advice as to what I can do? It breaks my heart to hear the poor little thing! I can hear it two doors away so they must be able to hear it in their own back garden!!

Call the RSPCA Emma. If nothing else they can give you some advice but if you suspect real neglect then they should send someone round to check it out.

The exact same has been going on around my house for the past few months... We keep hearing two dogs barking their heads off through out the night, whining too.. but I just can't figure out where it's coming from. I've tried looking through some binoculars, trying to figure out where they are (the back of my house and the gardens behind are a weird shape, not very visible) but it's breaking our hearts.
If I knew where it was coming from, I wouldn't hesitate to contact the RSPCA. At the end of the day, its a simple phone call, your neighbours won't know it was you that called, and it might just give them the kick up the a*se that they need to actually look after their dog properly.

I was thinking of giving them a ring but didn't want to waste their time? The dog looks healthy enough and isn't neglected in that sense.
I know it's not the dogs fault but the noise is becoming a real nuisance, and I just hate to hear it! Why get a dog if you aren't going to enjoy it's company!?

Id contact the council or the dog warden emma they shud check the dog has water just explain the situation. Poor dog u can remain anonymous if needs be.

Here's some advice that I just Googled. This doesn't advise calling the RSPCA initially, but to speak to the Environmental Health Department first as it is a noise nuisance rather than neglect, as you think the dog is healthy. Might be worth a read:

I'm sure different areas have different responses (as you'll see from the comments section on this article) but certainly, where I live, the EH are pretty quick to respond to stuff like this and I'm in quite a built up residential area.

The RSPCA will only get involved if there was a welfare issue. If you call them you need to make it clear that there is one, and that there is also a health and safety issue with respect to the dog poo. If you just call and say the poor dog sounds unhappy they probably won't be terribly helpful, not because they don't care but they don't have the resources to deal with every barking dog. Don't lie, just focus on welfare.

Do it, I've done it about horses in the past and it made such a difference and improvement. Tell them to keep you anonymous and you'll be fine. Sometimes simple embarrassment can be enough to get them off their fat arses. If not the RSPCA then try on of the other groups like the Blue Cross.

This is a very relevant post for me to read after the topic I just started. Funny how stuff seems to happen that way.
As an owner in a situation where I have just had someone complain about my dogs noise when we aren't home, I would go SPEAK to the about it first. You can't assume the worst and call neglect. Maybe the dog is still adjusting. It's breaking my heart to know my dog cries when we aren't home. We got a rude passive aggressive note with no name, phone number or anything. The least someone can do if they have an issue is approach a person with common decency and benefit of the doubt.

In all honestly don't bother with the RSPCA, they are to busy to hack away at the bonuses they need to give the chairman. worthless bunch... the dog warden is your best bet along with environmental health. at least that way you know the "animal loving" rspca wont just march in and put a bolt gun to its head.

This is actually a very good point. If you feel able to approach them then perhaps it would be best to check if they are new to the house or the dog is new to the situation, however, if you know this has been going on for sometime then a call to the RSPCA or council is well in order.

That's not fair, Nath. I know a couple of inspectors and go weekly to the Danaher centre, and that's just not at all what happens. Please don't put people off calling the RSPCA if needed, through fear they'll just put the animal down.

Sorry for the late reply guys! I've been away!
I was speaking to my neighbours about it. They are directly next door to them so the noise is obviously worse for them and they said that they were going to speak to them anyway.
Since we have been back we haven't heard a peep out of the little fella and I've not noticed him in the back garden so maybe they just weren't fully aware of his barking despite being at home and we could hear it 2 doors down?
