How to Measure for a Jumper!

Much to my husband's utter disgust, I want to get the girls a jumper each. Looking online they seem to come in 16 inches, 20 inches, etc, but where do you measure please? Is it round their biggest chest part?

I jusrt got Alfie a fleece, pics under "advice please, does fizz need a coat? " On this section.
On Caryll's recommendation I got i got one made especially for his size at the below link, think it was £16 ish. It was chest, collar, and length from neck to base of tail.
