Because it indicates cross breeding!!
In the early days there were no liver coloured staffs! Also liver dogs almost always have brown/pink noses & the standard calls for black without exception.

And they adopted another male from somebody else on the forum called reuben. Reuben was a 2 year old boy and chloe was about 15. BRB Im going to find out!

And the cross breeding carryl is speakin of is back in the 1800's when they were crossed with whippets,,it is thought this is how they got their colour aswell as the blues...
you can get purebreed liver staffy's they are just rare but there was 3 out of nine in the litter i got my boy from...

The colour Liver is thought to be due to the Whippet crosses used years ago. The Blue also is thought to be due to this cross, the Black and Tan due to the Manchester Terrier . Incidently the colour black was never in the original Bulldog so our black staffies are thought to have other terrier influence.
The terrier used in cross with bulldog to create SBT was the (Old) English Terrier. "Some time about 1800/1820, the Bulldog was crossed with the Old English Terrier and produced the Staffordshire" (Beilby H N 1943. The Staffordshire Bull Terrier, page 7).
The breeds like White English Terrier and Manchester Terrier didn't yet exist. The coloration varied in the (Old) English Terrier. Most common was black&tan but there were also white, pied and even blue. (Brown T 1829. Biographical Sketches and Authentic Anecdotes of Dogs, page 342; Jardine W, Smith C H 1840. The Natural History of Dogs, page 206; Walsh J H "Stonehenge" 1859. The Dog in Helath and Disesase, page 74; Beilby H N, pages 9-10.)
B&T was considered as the only "true" color for English Terrier (Walsh, p. 74). Maybe the other colors were a bit unwanted because they reminded from the Bulldog / Bull Terrier (yes Bulldog blood was added to many terriers to give them needed courage and higher threshold for pain). And maybe the Bull Terrier (SBT) people prefered the coloration of courageous Bull Dog and didn't like the B&T which was a wimpy terrier colour.

blue didn't come about because of crossing breeding, blue come about becasue of a genes it's in alot of animals not just dogs that why blue are in the official colour in the breed liver & black & tan are not allow

Liver is undesirable because a stafford should have a solid black nose, and liver staffs have brown noses. Black and tan is undesirable because it is a dominant gene and if bred from, would quickly overpower all other colours.
Blue is a dilute of the black gene, just as fawn is a dilute of black. Blue staffs do not show well because the dilution causes the black of the nose to be a light or charcoal colour which is a penalty. It is said that the blue colouring originally came from the now extinct fighting dog breed the blue paul terrier.
