Hi from Skye Buster and me
I use collars for mine now but used to walk them both on harnesses only because they both grew out of their harnesses and i never replaced them as they were walking ok with their collars

welcome, its easier to control a dog a a harness than it is with a collar, if you dog pulls alot i would use a harness.

Re: best collar or harness.
Hi & welcome.
I use half check collars, but that wouldn't be suitable for a pup. I'd use whatever your older dog is used to, and maybe a harness for the pup?

Halti!
I got a Halti for my 19mo staff and the difference is amazing! I went from having raw hands from wrapping the chain around my hand for better control to being able to walk her with just my pinky finger! She hated it at first but I gave her treats as soon as I put it on her and gave her encouraging words like 'Good girl Rosie!'. Sometimes, whilst walking, she'll try and paw it off her face but I pull her up and adjust the Halti and she walks just fine.
Goodluck!
