why do the police find it had to track down the owner of a website anyway? I would think it was easy but it cant be?

it cost money if they hire hacker they be able to track the dirty pedo down but the torie love to take the easy option the best example of this when they banned pitbulls

10 years down the line when there more images out there they going to wonder why?
