Re: What the hell?!?!?!
Looks like a reaction to something .. grass will often do it to them. Is it new or been there all week? Does it seem to be bothering him at all?
A wipe over with a cool cloth or unscented baby wipe and an anti-histamine tablet should calm it down.

Re: What the hell?!?!?!
I use Zyrtec tablets (human ones from the chemist) for Chiquito ... being little you will probably find that a half tablet will be plenty for Henry

Re: What the hell?!?!?!
Try the anti histamine as above and if no response then please go to the vet , don't worry immediately if it's not bothering him

Aww Henry hope it gets better quickly, antihistamines and wipe downs should do the trick, you could also try a little sudocrem if he can't lick the area. Then if it doesn't clear up a trip the vet, keep us updated

Looks like a contact dermatitis to me.... You may need a particular cream from the vet to apply - I'd imagine one with a antibiotic and mild steroid.

Re: What the hell?!?!?!
Glad to hear that it has calmed down
These little lumps and bumps can be so scary, especially when they come up suddenly! I keep wipes and some anti-histamine on hand as a 'just in case' .. especially helpful with Chiquito, who seems to find things that don't agree with his skin only at times when the chemist/vet/supermarket are closed
