I've been walking Clementine and Lexie together and we usually change routes every 2 months or so. They don't pull on the lead and they enjoy going outside. They've met other dogs before in the past and been fine with them but they tend to get excited, the only real problem I deal with which is what I'm working on at the moment is that they stare and concentrate when they see a person or another dog but will only pull towards them when they enter our space (the method I'm using is to sit them down & telling them to stay as other walkers and people go past) but the main concern is last week a woman was walking her Jack Russell and stopped to speak to us and gave my dogs a treat each but her Jack Russell was barking and growling at Lexie and tried to bite her face a few times so we moved Lexie out of the way (The Jack Russell wasn't on the lead but Lexie was and wasn't interested in the dog neither was Clementine) so after that Lexie was a little excited and startled so we made our way home. Today we stopped to speak to a man that we've talked to a few times over the park and he sat his dog down and we sat ours, after mine and his dogs were calm we went to introduce them to each other, Clementine walked up to the other dog and sniffed her near the mouth area whilst his dog sniffed her face then all of a sudden his dog bark and went to bite Clementine, he said his dog does that when she wants to play (looked pretty vicious) so we moved along where we ran into another Staffy off the leash playing with another dog, once they saw us they came running right over and again Clementine sniffed the dog near the mouth and the dog sniffed her face then lashed out at her so I picked Clementine up, the dogs owner said "he's usually like that in the early mornings".

I'm not sure if Clementine and Lexie are giving the wrong body language out to other dogs.

My dogs are approaching 11 months old and came out of heat last month and around the house they are lazy & gentle dogs who only bark when I play with them.

That could well be your answer.

Does she stare at other dogs? What's her body language when she's sniffing at them?

She does stare at them but I'll give her a tug on the lead, when I sit her down and tell her to stay she usually loses interest and focuses on me or the other walker, when she approaches she'll do a little pulling and hoping only if the other dog is doing the same thing. When she sniffs dogs she doesn't know, she'll lean her head neck out, tail waggling but her ears go up. But they usually go up if she hears a noise or anything like that. They aren't interested in dogs unless they're attempting to interact with them.

It really could be that her hormones aren't quite back to normal & either she, or the other dog, are sensing that.

I'd keep doing what you're doing & wait another month or so to see if the behaviour changes.
