Well, I gotta say I love their style, the council that is not tye dog owners.
It might make them think twice about leaving it in future.

That's well funny
I've just found out for the last 3 years I've been picking Blue's up and carrying it 4 miles on his walk only to find out it's a stick and flick area

Re: Council returns poop to owners
Well this is just brilliant.
I've said it before and will say it again - it doesn't take a lot of guts (even for squeamish men) to put a plastic bag over your hand, pick up the poo (oh yes it will be warm, but be a big strong brave man (or woman)!), fold the bag inside out and deposit it in the nearest bin, or even take it home and put it in your own bin if need be. No contamination of dainty hands whatsoever.
I feel a crusade coming on - outside my back gate there is a beautiful river-side walk, well used by dog walkers, adjoining a largish open park - again well used by dog-walkers but also by families and children for fun and games and picnics. It's idyllic, except for the dog poo - and there's no excuse, there are bins within easy reach.
I am resolving to take a big bag out with me and collect up all the dog poo I come across, but my dilemma is what do next. I could put it one of the bins, but no-one would learn from that. I could put the bag next to one of the bins with a big note on it (or the bin) explaining what I've done and why, but would the poop-leavers even see it or take notice? Or, take a photo of the poop bag and send it to our local paper?
I know that not so long ago Janey made an heroic effort of cleaning up her own local patch, I'd love to know if her efforts have made any impact.
