That's actually quite common - I'd call it 'thinning' rather than baldness. My girl (2yrs old) has this - it's normal for her...

Is she rubbing herself against anything?

its the same on both ears

My girl darcy has this, she never really had hair there

Unless she's scratching it I wouldn't worry. If she does apear to have some irritation in that area I would pop her to the vet to get it checked out, and of course it it spreads.
