Halti
Is it worth geting a halti im finding it harder to train my pup to walk to heal than i did with my other two dogs

I have a Halti harness. I find it doesn't help, to be honest. It makes it a tiny bit easier to control when they do pull, but doesn't stop the pulling. I'd suggest a Canny Collar; a lot of our members use them, it's a head collar, and they've had brilliant results you have to make sure to get him used to it though so he's comfortable wearing it.

Pets At Home don't have them in mine, you'd be able to get them online though, definitely.

I have tried a non pull harness but he pulls any way and have tried walking him with a treat in my hand that worked for a week or two then he wasnt intrested any more

Ok. Try the turn around method -
As soon as he pulls, turn & walk the other way. As the lead tightens give it a little tug & say "Heel" or whatever word you want to use. When he comes alongside you, immediately turn around again, tug & "Heel". Then when he catches up again, give him a treat & some calm praise. If you do that every time he pulls ahead, he'll soon get the message - you'll feel a total idiot out in the street, and it'll take you 3 times as long to get anywhere, but it should work!
