Have you seen a vet to make sure it's not a treatable medical condition? You will probally need to go back to the basics of toilet training with of praise when she goes where she is supposed to

How long have you had her? Has she been spayed?
If she was never taught properly in the first place then you will probably need to start from scratch - take her out into the garden every hour, plus after every meal, every play & when she wakes up. When she pees outside, give her loads of praise but if she pees inside just ignore it, take her outside & clean up the accident.
The peeing with excitement should get better as she gets older & more confident - it's usually a nervous thing.

Same as Caryll and Janey say, try going back to basics with toilet training. When she pees inside dont tell her off, you are making her more nervous and exacerbating the problem. Try to just clear it up and say nothing to her.
