shes 8 weeks and my best friend has been putting puppy pads down but i only have newspaper thinking i might just stick to the newspaper for now, but thought i would try see if she would go out as my lab at 7 weeks was going outside from when he came home

She's not used to the 'big bad world'.
Try just carrying her outside for a few minutes a day for 3 or 4 days so that she knows there's no harm out there! Once you feel she's a little more secure, put her down & play with her.
Then you can start to take her out for her toileting.

My pup is 8 weeks on Thursday. I've also had similar issues, the owner had pad trained her, so when I took her outside she sat and cried. I've had to carry her out every time but it started off her just sitting there, to her now running around and now to where she pretty much goes toilet soon as I put her outside. I've just made sure that I did it systematic. I.e every time she slept she went out, every time she ate, and finished playing....
I still have the occasional accident, but now she had started walking to the door. I still have to force her outside though, so I'm guessing she doesn't like the cold lol.

This is one reason I don't like using pads/newspaper to house train. It really doesn't help in the long run.

Yeah Kaos still does that now, she hasn't managed to be walked out on her own yet. I have to carry her if I lead her to the door she follows me, but when I open the door she is off. I'm going to give it a few days trying to make her follow me, if not ill put little treats all the way out the door!!!
When she is outside she just sit there also, almost like my avatar pic! I now take a tennis ball out and she runs after that, which gets her moving..

Keep at it and she will get there. She is really still young. Good advice to take her out and make sure she feels protected. Once she is ok, play or give a treat. Treats also work well once she goes so she learns it is a behavior you like.
