Harness or collar? Empty Harness or collar?

Hi everyone, Just wondering if anyone has any advice on harnesses compared to collars for a pulling puppy?
Harley is just over 4 months and is pulling quite alot on his lead and a harness seems to make him worse. Im just worried when he gets older he will be to strong for me and I want to try to train him now while hes young.
I was suggested a harness by a friend that goes under his collar and tightens around his front if he pulls, but today Harley got spooked by a buss and ran backwards and his head nearly slipped out of it :/
I have a Ezy Dog padded collar which is quite thick and when he pulls his eyes do not go to red like before when he had a thin collar but Im confused on whats the best people keep telling me different things.

Any help will be much appreciated

We use both. We have her on a Sporn non pull harness and a half check collar, used with a 6ft double ended lead. As a rule she walks great using just the collar but when she pulls it's easy to flick the wrist and use the harness to restrain her and she can still be corrected with the collar.

I would say that a harness is probably easier on the puppys neck if she is still young. Only training would correct the behaviour really, we have used a Halti and a Canny collar when walking Rocky which has made a difference.

I used a collar at first to teach ruby not to pull and then have changed to a harness, she walks great, I feel more incontrol of her on a harness than anything else,

Oz has a harness and used to pull like a train but a combination of training and the El perro harness is working but it has taken 2 years since we adopted him so please be patient and lots of training and reward
