Yes, he's being victimised, but he's also broken the law, so what does he expect? He's already been fined in the past, so it's almost as though he's goading the council!

For me, I always clean up after my dogs. The only exception is when they do it so far off the beaten track in woodland that I can't find it.
Leaving dog mess on a public beach or anywhere children play is unacceptable in my view and his 'excuse' that the tide will wash it away is a cop-out.

Yes, he's being victimised and that's wrong. The law is the law, though; whether or not he thinks it's silly to clean up after a dog away from the path is beside the point. Dog mess should be cleared up when possible. Mess being left beneath the tide level is more understandable, although I believe he still should pick it up, but refusing to pick it up just because it isn't on the path is wrong.
