Help with settling puppy

Hello everyone,
Need some help with my new puppy .
We have a staffie of 5 years old and a puppy of 9 weeks old .
When they are being left for a short period of time the puppy is put in her pen and our other dog is allowed in the living room .
The puppy starts to cry which then starts our other dog to cry and howl .
Help what can I do to help them both from getting stressed.
