It's quite a common problem, but rarely causes the dog any actual harm. It's often a sign of a slightly weaker jaw. It just means that the bite will be slightly less strong & he may have slightly more trouble ripping things like meat, but not much.

How old is the dog? Sometimes an overshot mouth in a pup can even itself up after a couple of months or so.

hes 4month and hes showing signs that hes struggling to lift things, a hope it sorts itself out a got told that if hes 10months and its still not better he may need an operation.

The lower & upper jaws grow at different speeds. That's why a pup with a level bite will sometimes go undershot at a later date. Your pup is still very young so unless it's extreme (which is unlikely) I woulsn't worry too much yet, it may well correct itself. Can you post a pic of his bite? It'd just be interesting to see how overshot he is.
