I think the owners should be help responsable, to many people have very dangerous dogs, its mad that a child can be killed and know1 be held responsable.i live in irealand and the laws or the policing just isnt here.

It would be good to see a crack down on owners.
But all the Legislation in the world won't stop stupidity, nor irresponsible owners.

Good move, I guess, but people will always be irresponsible, naive, stupid or simply uncaring. I don't think it'll make people act more responsibly, it'll just mean more action is taken when things do happen. At least, that's what I think.

It won't stop irresponsible people, but at least it'll bring them to account.

I don't think it won't stop irresponsibility amongst bad & careless owners but may help them be prosecuted in the event of something bad happening.
