Re: lipstick problem?!!
If it's through excitement then don't worry, it'll go back on its own after a few minutes. It used to take Dempsey about 15 minutes to 'sort himself out', but it now only happens rarely & he's sorted in a couple of minutes!
We call them his 'episodes'.
If it hasn't gone back with 30 minutes, or if he's in a lot of discomfort/pain then take him to see the vet, but hopefully he shouldn't need it.

Re: lipstick problem?!!
I had this with my last dog when he was elderly. Like you I was a little alarmed and phoned the Vet she said I could gently pull/roll the skin back down over or she would call in and do it (she lived near me). I was worried about hurting him and let the Vet do it but when it happened after that I would do it myself - it is quite easy if a little embarrassing

Rocky is asleep on the bed right now with his head resting on my pillow, I'm off for a shower just hoping nothing happens in the meantime

never put anything on a dogs penis. Esp something that can be an irritant.

Re: lipstick problem?!!
Perhaps it was a dog who suggested the sugar, to make it tastier.

I wouldn't if I were you. It would stick and, when the penis withdraws, the sugar will go in with it. It could scratch and cause irritation, but that would probably not be the worst that could happen. It would probably cause infection, as well as attracting insects.
I think the best thing to do would be to ensure that it stays moist to avoid tissue damage, and if it carries on, take him to the vet.
