Bailey used to do that aswell! He had it down to a tee and could just inhale his food I tried getting him to wait before letting him eat and stopping him half way through and waiting. Don't know if that is what worked or if he's grown out of it, but it's something to think about! I'm sure you can get different bowls that make them eat slower, someone else should be along to answer aswell

Have him sit and wait for his food. While he is waiting drop a tennis ball or a similar object into his bowl. This way he has to eat around the ball and it will slow him down.

Dogs don't actually need to chew their food, it's not part of the digestion process like it is with us, as long as the bits are small enough to swallow so there's no choking hazard he'll be fine.
If you're worried about the speed he eats due to bloat etc. then perhaps feed him his kibble out of a kong or similar. That's what I do with my lot
With chicken wings, just don't leave him on his own when he's eating so you can make sure he's not trying to swallow too big a piece.

Would also suggest using a kong to feed from as this will slow him down while eating.

Re: How to get him to chew his food?
I wish I could give you advice, but as you know, Loki is the same. I don't worry about small things because people swallow pills whole all the time, so I doubt he'd choke on small things. But give him a bone or something big that you should chew, he'll just try to fit the whole thing down his throat. So I have no advice, but the Kong idea sounds good. There are also bowls you can get that have raised parts to them or something, and the idea is that the dog has to slow down in order to eat. Maybe that'd help?
