Do the hump hump!
Well that's what Troy tries to do every time he meets a new dog. Though he is very friendly, never growls at other dogs or initiates fights, he doesn't seem to have very good doggy manners when it comes to meeting.
He never really tries to hump dogs he has met several times and spent a lot of time with, but any new dogs he meets he immediately tries to mount them..male or bitch after a quick initial sniff.
Is there anything I can do to stop this behavior, except for a firm 'no' and pulling him off etc?
I am not sure if it is a dominance issue, excitement or something else.
Troy is not castrated.

Mounting could be Troy trying to be more dominant, which it sounds like he is doing considering he does it to other male dogs. Not sure how you could stop him doing it but maybe a firm 'no' and maybe get him to sit and then let him sniff again when you've got his attention!

Hmm...little guy must think he is king of the hill.trying to dominate every dog he meets!
Making him stop, sit and them sniff again if he behaves seems like a good idea.

The only other thing you can do is anticipate the behaviour & get him to sit for doggie introductions!
Not being neutered hasn't got a lot to do with it - if he's doing it to males & females then it's a dominance issue & castration won't have any effect on that.
Just keep doing what you're doing. To a large extent he'll probably grow out of it!

Sounds like dominanace to me as well and just keep on with the correction is all you can do

I've been reading up a lot about this recently as Hiccup as discovered he's a man it seems, though he seems to only try to hump certain dogs, not quite sure why. With his two favourite play dates, they occasionally have a 'who is the boss' moment where one tries to hump the other but they sort it out and carry on playing so I'm not so concerned about that. But with this one dog in particular (shame, poor dog, I hear from his owner that all dogs seem to do this with him) Hiccup just won't stop.
I know its mainly a dominance issue but I feel like I should nip it in the bud as I want him to know that I consider it to be inappropriate behaviour and I feel like he shouldn't get too comfortable being dominant over other dogs.
Unfortunately, the 'no', distractions etc. haven't worked but I've heard that a spray bottle with water can help so I am going to try that out this week.

i have the same problem with Romeo right now... its embaressing because if the other dog manages to escape... his little hips are still going away at it in thin air

Why do some dogs always want to dominate other dogs out of interest? Do they always need to form a hierarchy?

Yes, dogs are pack animals and the most dominant dog is the one that eats first and mates the best bitch. That is all a dog lives for, food and sex. Like most male animals!

Letting him know that you disagree with this behaviour is a must and you need to be consistent with this.
Personally, I am not sure that neutering will not help. In my limited experience, my vet's vast experience, my cousin's (who is a vet as well), my training instructor's (International qualifications and show judge) and many professional behaviorist's experience neutered males are less likely to exhibit mounting behaviour.
At the park we go to daily, where on average there are about 15 dogs at a time of all breeds, the only dogs that try to dominate by mounting are uneutered males.
