licence will only punish good owners 
some people don't have a clue what is wrong with these people do they live in cuckoo land?!??! to fix the dog problem you have to get tougher on bad owners & also on bad mums and dads that the only way of fixing our dog problems.. and anybody want to bring out silly thing to the cost of the taxs are wrong!!
