I've not noticed behaviour quite like that harvey has a 'chew' when he has an itch but thats it, maybe see if it starts to clear up or a trip to the vets to see what could be causing it.

I would reccommend a trip to the vet if it doesn't clear up or happens to get worse.

I've only had girls, so all I can suggest is a trip to the vets Xx

He might be having an allergic reaction to grass pollen (or something similar). By all means take him to the vet if you're worried, but I would personally give him 48 hours, and in the meantime I'd wipe him with a damp cloth, or damp paper towels after every walk, dry the area thoroughly & smooth on some sudocrem or similar, and see if it helps.

I would try the same as Caryll and see if that helps before rushing him to the vets. It's grass cutting season, and it's hotter so there are more insects about. It could just be down to something like that.

not noticed vinnie biting his, he nibbles when he cleans himself etc .. but he could of had an allergic reaction to grass OR im gonna get graphic here haha but ive heard this has happend before.
his 'lipstick' may have made an appearence while in grass etc and when going back in it may have taken a piece of grass or something back in with it.
