Anxiety
My 16 month old bitch, who loved walking and going for a walk, one day displayed extreme anxiety and fear when we tried to take her for a walk. If we put her in the car and take her to a park she is fine, but walking on the pavement she cowers and is petrified.
Would welcome any suggestions

If this is a new behaviour, something must have triggered it. Can you think of anything at all that might have changed the way she views walking?

If it is just a sudden thing all I would say is just keep doing it, don't drag her, but don't act like there is anything untowards. Take a treat, a toy and keep her occupied and concentrating on you, not where she is. Mine digs her heals in, sometimes just stops walking, sits there and looks at me, I can get quite a way away until I can coax her to walk again. I just think thats the stubborness in them. Hi & welcome to the forum!
Has she come across any aggressive dogs on previous walks? Was there a loud noise that scared her & she now associates going out with being scared? Can you think of anything at all that may have scared her & she now associates with her walks?
I take it she's otherwise fit & healthy?

Nope nothing we can think of triggered it. Just an absolute fear comes over her. If we open the car door however she jumps in and is really happy to walk on a lead in the park. It's just the pavements.

Could she possibly have stepped on something on the pavement in the past? A bee that stung her? A bit of glass that cut her? Maybe something like that.
