I'm getting into bother

Because, I insist on my girls being on lead every time we go out, not because I don't trust them, its other dogs and their osners, we came across a wee dog, owner yanked it up into the air, mine went to jump, by the grace of God I stopped them, but I got shouted at by owner. From that day on mine are not to be off lead. Not fair, but I want to protect my angels.
