Lazy or what?! Empty Lazy or what?!

Hey guys!
So Arlo's about 16 weeks now and everythings going great; toilet training hasn't really been a huge problem until the last week or so,
except for these continuous occurences...

Firstly, the kitchen door leads to the backyard, and as the wet weather has started to hit Melbourne, he decides that the kitchen floor is a much nicer place to urinate, because my housemates and I get to enjoy the unassuming deliciousness of his yellow puddles on our feet in the morning Smile Smile I know many of you struggle with getting puppy outdoors when raining...

But what the real problem is the stairs. He can go up and down no worries, but there is 2 stairs that he keeps peeing on over and over again! I cleaned them up 20 minutes ago and about 10 minutes later BANG there it is again. I'm using a product that removes the odour etc .. so is it that he gets lazy and decides half way down (he pees on the part where the steps curve around so there's a bit more room to stand obviously) that he cant be bothered making the trek to the backyard or what?!

It happens usually in the morning, I'll notice him leaving my room and hear him climb down them, hoping he's going all the way outside, but no. If I'm walking with him it's no worries.....
Any tips!? Should I go back to basics and start restricting his access around the house a bit more so I have more control over when he goes, and that way can supervise?

Thanks in advance everyone!

This is what I would do as well. Also they don't devolp full control of their bladder until 6 months so he may just not be able to help himself first thing in the morning.

The other thing is to make sure you clean up every puddle with a good pet cleaning product. If he's weeing in the same place it's probably because it smells like a wee place to him so he thinks it's where he should go. Ordinary household cleaning products won't get rid of the smell he's picking up.
