i try to take him out between 1 and 2 hours a day but that does not always happen because of the way he is others will not take for that reason  so it is like he is shooting himself in the foot

Are you able to tire him out before walking - like with a game of tug or fetch for example?

Thats probably the main cause Bakers is not good food filled with additives and such like. I feed nature diet wet meat and grain free biscuits. I would get off the bakers but changing over has to be done gradually over 2 weeks.

HI Matt

You could try putting the lead on indoors, don't hold it just leave it on him for a few minutes.
When he's quietly accepting it being on, give him a treat.
With a few repetitions of above you could start picking up the lead. If he goes loopy, drop the lead and walk away.
He will eventually get it! Smile

Yep. Get rid of the bakers. Also think you need to be teaching some impulse control training, and train him to leave in high arousal situation. I use a tug toy and get Bug really, mega excited and then tell her to leave and sit and treat as soon as she does. I also do this with the flirt pole. It's helped us a lot Smile you need to teach the leave command first before trying the impulse control though.. Which commands does he know?

Agree with this and with tiring him out with mental stimulation a bit before the walk. Suki did this as well for a bit. We just kept introducing the collar, lead, and harness as often as possible indoors and eventually the behaviour passed.
