All pandas in all zoos are only ever on loan from China so I guess the cubs would be Chinese too

If they bred in scotland does that no mean they belong to the zoo? Couldnt imagine a scottish panda .

Probably part ownership . Does that mean if the chinese wanted their panda back they would be cut in half?

Would the panda cub or cubs remain in Edinburgh?
Edinburgh Zoo has a financial arrangement with the Chinese authorities.
The zoo will keep Yang Guang and Tian Tian for 10 years at an annual fee of £600,000.
As part of the deal, any cubs will remain in Edinburgh for two years before being sent back to China. At that age, cubs would be independent of their mothers in the wild.
