I know the report says some people don't know when their dog needs treatment or can't afford it, but there is no excuse for this

The images in the artical aren't graphic but a very sorry looking Staff is Saz 

They ought to pass a law that makes the owner suffer the same treatment as the dog. I really wanna swear.......but I won't
