Why ?
Why would anyone go to this length, why not just call the warden, maddening

Maybe has not had pets so went to the police, dogs are classed as goods and chattels so if stolen, but if just handed in perishables as they could die or pts,
However I have met enough dog wardens I would not go near only to collect a dog for rehoming.
Not all police stations have kennels these days but at least they got to the right place in stead of possibly getting into the wrong hands
thank goodness he was an honest man and they will have a happy ending
maybe they were left there knowing they would be found and helped, better than down some dark alley where no one would find them, we do not know the reasons why they were left but I for one pat them on the back leaving them where they would be found

Well that's my point Buddy, went to all the trouble of leaving them on a busy commuter train but wouldn't take them to a charity to rehome.
Surely it would have been just as easy ! Ok guess we don't know where abouts they were left on the journey.
