Hes saying that the local government get busy with people. Instead of baning breeds he says you can have what you like and as many as you want. They do registration and license but it pays for education in school and helps pay for behaviourists and vets to work with and help people. His message is dont close the door once the horse has bolted like so many laws get laws in place that help people and ones which they respect. He was asked about pits, over 100 dogs impounded and only two which are pits. They have a 80% sucess rate in calgory despite the human population doubling during the sample range
