I think it's actually a really good idea. People are less likely to leave the poop laying around if the lose their anonymity.

Anything that stops people hanging it from tree branches up the local woods... it's bad enough dodging it on the ground, but to then elevate it to head height.... yuck!!!

They did the spraying orange thing in the park behind me about a year ago (and noticed it in some of the other local parks in recent weeks) the wardens have also been out issuing fines and it is certainly better than it was our issue is the lack of regular bins so people fill the poo bins with rubbish they are regularly emptied but are overflowing every weekend
I haven't seen anyone not pick up in ages but figure most is from off lead dogs out of sight of the owner

Anything that helps in good, these people that don't scoop or leave it in trees is disgusting

There is a walking track at the common near my place and people pick up the poop but just throw the bags into the bush along the edges .... would be happy if someone fined them or kindly returned it to their letterbox!
I will say I am glad to report that nobody hangs it in trees there though - I agree that the feet dodge is bad, but having to watch out above is just too much
