You're a friendly bunch! :-)
The main problem is his 'aggression' towards others when he is on the lead. He is very territorial and will bark if anyone is outside the apartment.
When on the lead he will whine and growl and try his hardest to get to people that walk past - I get a bit worried as not sure if it's aggression on not and he completely blanks me when I'm telling him to leave and try to pull him away.
He's very treat orientated so took some with me today to use as a distraction if it happened again and sure enough, it did! He didn't listen and wouldn't stop until we force-ably removed him from the situation and walked on. I thought to say leave once more when we had walked a few feet and got him to sit and gave him a treat - he nearly bit my hand off! He's never done that before :-(

Is Billy aggressive when he's at home? Whats he like with visitors, or is it only when he's out.
Is the aggression shown towards other people, other dogs, or both?

He's great with us at home and he's met a few friends and family at home and he just gets excited and wants to play.
It seems to just be with people - when he meets other dogs when we're out he says hi and tries to dominate after a bit so we're a bit wary about it as he's normally the smaller dog!

Some dogs feels restricted on lead and behave differently then when off lead.
Maybe invest in professional training... Just giving advice here...
I read you are doing the counterconditioning training with treats but some people (Im not saying its your case) give their treats at the wrong time and the dog associate getting the treat for his wrong behaviour

Hi & welcome.
Try teaching him the 'watch' command. At home, get some treats & hold one up in front of your face. Say "Watch" and the second he looks at the treat, praise him & give him the treat. Once he'll look at you every time you say "watch" try doing the same thing outside, without distractions. Then when he's got that, try again when there are people/dogs around (but not right next to you!). Then gradually use the command closer & closer to people/dogs. If he fails to look at you, just go back a stage & try again.
