it may be that the plaster board on the ceiling is still damp from the flood, or something in the spray is reacting with the paint, or you may just need to use a thicker paint

Once its "bone dry" ... you will need to brush on some stain block ... its specifically for masking stains, then just emulsion over the top and the stain wont bleed back through it

Re: stains on the kitchen ceiling
We have a very bad damp patch on our bathroom ceiling. This started when there was a leek from the upstairs flat at the beginning of last year and the stain is still there, it looks awful. It has been getting gradually worse over time. Someone from the housing association came out and put something on it about a year ago to seal it but it is still bad.
Hubby phoned the housing association again about it earlier this week and a guy came out to look at it today. He went to the upstairs flat but couldn't find the source of the leek. He didnt say what was going to happen to our ceiling (when its getting fixed) just told us to call the HA again if it gets any worse, they really are useless.

Re: stains on the kitchen ceiling
I used a spray after a leak, then painted over with Polycell crack-free ceiling paint - goes on really thick.
Stains gone.
Stains gone.
