Personally I would'nt, as I would wanna have it myself far to good for the dog lol.
I would remove fins, scales and remove guts personally though.

There's no problem giving him raw mackerel. I know a guy who just chucks the whole fish to his dog (GSD) but I know some like to remove the guts first.
I don't feed it myself cause Dempsey won't eat raw fish!
