Great statement, idiot response by the minister.

Could someone explain this bit thoug: 'A total of 86% said the way a dog is brought up by its owner is an important attack factor - with the socialisation of man's best friend playing a critical role.' Does that mean 14% of professionals didn't think that upbringing played an important factor? Eh???

I don't think it means that. It depends on what questions were asked in order to get thise percentages. It might just mean that 14% don't think that upbringing ALONE plays an important part.

No matter how much people deny it, SOME aggression, (albeit a very small percentage) is genetic. If a dog is inherently nervous or aggressive it shouldn't be bred from, no matter how structurally perfect it may be. But we all know that there are unscrupulous breeders out there who couldn't give a damn.
