Rash or over-zealous pet owner?

Well this popped up out of nowhere, and i'm possibly being paranoid but can you tell me what you think? Only thing I could think of is the new type of treat a gave him about an hour or two ago.

I've never had problems with that brand of treat. Is there only a mark in his lip? If so, he may have scratched it on something. I think if he was allergic he would have rashes elsewhere as well, not positive on that, though. Perhaps others will know more?

had he been out in the sun as white easy burn
and was he scratching and panting alot as there normally a good sign to a allergy

Poor thing xx is he drinking lots and eating ok ? x
