Please dont take this the wrong way but is the onus not on the breeder to make sure that everything is in order and all documents etc are in place ?
I havent or dont know anyone who has shipped a pup overseas but we do get quite a few clients coming into the surgery for pet passports and rabies/blood tests etc.

Yes - we sent a pup to the Netherlands
One thing to check when ever considering exporting is to make sure you contact defra and the embassy of the country that a pup/dog is being exported to as we were given conflicting advice and defra gave us the wrong information beleive it or not

Re: pup to germany for show ring?
You do not need a pet passport to export a dog from England.
The pet passport is only needed when you are taking a dog out of England with a view to bringing it back into England, without going into quarantine. Once you have exported the dog, it is then up to the new owners to apply for the pet passport, if they are going to be travelling around different countries.
We exported 2 dogs into France for permanent export, and their owners had the rabies shots done once the pups were over 13 weeks of age, and 6 months later, once the rabies retest had been done, got their passports. Both dogs have been back into England since then, one of them getting his stud book number, and therefore a lifetime qualification to Crufts, which he comes back here for every year.
I hope this helps.
